President Donald Trump on Wednesday night promised every adult American citizen a $5,000 "dividend" if the Republicans are victorious in the upcoming midterm elections. Americans will vote in the midterms in early November, with the Democrats currently projected to win control of the House of Representatives. Such a result would likely create barriers to Trump's legislative agenda and send a signal about public opinion on the president's policy mix throughout his second presidential term. "Here is my promise: if the Republicans win the House of Representatives and the United States Senate, both of them because of our tremendous strength and success economically, I will issue a dividend to every adult citizen in the United States of America for $5,000," he told a crowd at the GOP's midterm convention in Dallas. Heidi Alexander told the Commons she had ordered an independent investigation by the aviation watchdog into the system operated by Nats, which went down for four hours on Tuesday. More than 2,000 flights have been cancelled as disruption continued for a second day with passengers stuggling to fly out of and into the UK . After meeting with the boss of Nats, Martin Rolfe, Alexander said a cyberattack could be ruled out, but she added: "I do not believe this issue was unavoidable." Adani Enterprises shares jump as airport unit enters into $1 billion fundraising deal

Shares of Adani Enterprises rose nearly 5% Wednesday after its airport unit announced it had entered into a deal to raise about 98.25 billion rupees ($1 billion) from a group of global and domestic investors. The binding agreement with Alpha Wave Global, Premji Invest, Temasek and BlackRock managed funds values Adani Airport Holdings at about $18 billion on a pre-money basis, according to the company statement . The investors will subscribe to new shares in three tranches and collectively own about 5.54% of the airport operator after the final tranche, which is expected to be completed by July 2027. The deal remains subject to customary conditions and regulatory approvals. Latest fundraising follows Adani Enterprises' 150 billion rupee qualified institutional placement in July. The White House has vetted candidates for the four open commissioner positions at the Commodity Futures Trading Commission , three people with knowledge of the matter told CNBC. When or if the White House will ultimately act on those potential candidates isn't clear. The CFTC's five commissioners are mandated to be members from the political party in the White House and two from the opposing one. But at the moment, the CFTC which regulates derivatives contracts currently only has one, chairman Michael Selig . The agency oversees regulation for futures, options and swaps markets.
